Slang for a newcomer, rookie, or someone new to a scene, job, or environment — someone who hasn't yet earned their stripes. Originated in hip-hop and Black American slang and spread broadly from there. Can be used neutrally (simply meaning new) or dismissively (implying naivety or lack of credibility). 'New jack' also names a style of late-80s/early-90s hip-hop/R&B.
Nobody listens to the newjack until he's proved he can hold his own under pressure.
