Geordie dialect for absolutely paralytic — so drunk you can barely stand, speak, or function. It's the Tyneside upgrade of "wrecked," deployed when "drunk" just doesn't cover the damage. Newcastle on a Saturday night produces a lot of pallatic people. The word carries a kind of affectionate judgement: you're not angry at the pallatic person, you're just noting the facts.
