From Persian/Urdu 'rawana' (dispatched, sent on one's way). In British India, a rowannah was an official travel document — a precursor to a visa or passport — that authorized a person or caravan to move through controlled territory. Merchants, soldiers, and couriers all required one.
Without a rowannah stamped by the district collector, the merchant could not legally cross the river at the checkpoint.
