The loudly crying face emoji — squinted-shut eyes, wide-open frowning mouth — is used in two ways online. The literal sense is genuine distress or sadness. The far more common Gen Z sense is wild laughter so intense you are crying, or being so moved by something cute or relatable that you are 'sobbing' (positively). 'This puppy ?' means the writer is overwhelmed by cuteness, not actually sad. Tone of the surrounding message tells you which. Harmless either way.
