From Arabic/Urdu 'zila' (district, shadow), used in South Asian administrative geography for a district—the basic unit of regional government under British colonial rule and continuing in independent India, Pakistan, and Bangladesh. A zilla is subdivided into talukas or tehsils and is headed by a District Collector.
The health campaign covered every village in the zilla, reaching populations that had never seen a government doctor before.
