American scholastic competition slang for someone who competes in extemporaneous speaking — the event where participants have a short prep time before delivering an informed, structured speech on a randomly assigned topic. If you were on your high school or college speech and debate team, you almost certainly knew at least one extemper: highly informed, perpetually reading news, and able to spin a coherent argument out of almost any current event with frightening speed. A badge of honor in competitive speech circles.
