Fecker is an Irish euphemism for 'fucker' — softened just enough to be usable on television and in mixed company, but everyone knows exactly what's meant. It was popularised by the sitcom Father Ted and has since become almost affectionate in tone, often used more for mild exasperation than genuine hostility. In Ireland it can be a term of abuse or just a fond ribbing, depending entirely on context.
