A muttonhead is a thoroughly dim-witted person — someone whose thinking is about as sharp as the wool on a sheep's back. This old British insult compares the target to a mutton (adult sheep), traditionally associated with dullness and docility. It's the 19th-century equivalent of calling someone a blockhead or a numbskull, and while it sounds quaint today, it lands with satisfying bluntness in the right company.
Some muttonhead at the council approved a roundabout that only makes traffic worse.
