Just kidding. Tacked onto the end of a statement to retroactively flag it as a joke, often because the speaker isn't sure the tone landed. Sometimes used dishonestly to soften a comment that was, in fact, meant seriously.
For what it's worth. A softener placed before an opinion or observation to flag that the speaker knows the comment may not be useful or authoritative, but is offering it anyway. Often signals humility, occasionally signals passive-aggression depending on tone.
To ask loaded questions inviting someone to justify their views or behaviors, in an attempt to make tangential claims of little verisimilitude appear acceptable.
