Early internet slang for a kill file — the digital equivalent of blocking someone or muting them completely so their posts never appear in your feed. On old Usenet newsgroups and bulletin boards, you'd add annoying, spammy, or just plain obnoxious users to your bozo bin and never see their output again. The name is perfect: a 'bozo' is a clown or idiot, and the 'bin' is where you dispose of trash. It's peak early-internet bluntness.
