Peak gaff works both ways in British slang, which is part of what makes it useful. It can mean the ultimate, perfect home setup — peak as in excellent — or it can mean a home situation so bad, so catastrophically uncomfortable, that it has reached peak (terrible) levels. Context decides which reading you're getting. Peak gaff as a compliment means the place is immaculate, the hosting is elite. Peak gaff as a complaint means the boiler's broken, there's no hot water, and someone stole your mug.
Three flights up, no lift, one shared bathroom between six people — absolute peak gaff, mate.
