A hitboxer refers either to a player who uses a Hitbox-brand arcade controller (an all-button leverless controller popular in the fighting game community) or more loosely to someone who is acutely obsessed with hitbox analysis and collision detection behavior in games. The first meaning is well-established in FGC circles, where hitboxers are often seen as having a mechanical edge in certain execution-heavy inputs. The second is more casual — someone who is always in the training room verifying exactly which pixels register as a hit and why. Either way, a hitboxer is deep in the technical details of how games handle contact.
